I have recently come across a rather annoying bug/glitch in the Thieve's Guild quests that doesn't allow me to actually start 'Summerset Shadows.' While doing the quests to get the 'One With The Shadows' achievement, you will get a special request for Windhelm called 'Summerset Shadows'.
